2787731 - File menu in Excel Inplace mode is garbled in non-ANSI environment

When log on to SAP system in ZH, ZF, JA or any other Non-English language, and display the data in
Excel Inplace mode (using SAP Office Integration function), click on upper left corner 'File' item
to expand the menu, garbled character (messy code) is displayed in the menu.
