2788144 - Data Insight tasks fail after migration

• Migrate an Information Steward repository between two environments using the ISRepositoryUtility tool.
• Tasks run successfully after migration in other environments, but start failing in one with the following errors.
  Error "CREATE DATABASE DATASTORE <REPONAME> SET (<connection strings>);
