The candidate selected an option on the parent question that does not cascade, so they did not have the option to answer the child question.

It has been confirmed by engineering that this is currently working as designed. It is expected behavior that all child questions appear on the candidates application, even if the candidate did not answer them. If you would like to change this behavior please create an enhancement request.
