2790371 - IBP: Aggregated Constraints are not considered when Attribute AGGREGATE has values

Symptom

You configure Aggregated Constraints using the Master Data Type AGGCONSTRAINT and Attribute AGGREGATE, then you add a value 'TEST1' for the Attribute AGGREGATE in the Planning Level, and the Optimizer does not consider this Aggregated Constraint.
