Symptom

When attempting to open the repository.jnlp file (the launcher for the Enterprise Services Repository), the following errors occur:

Error: Could not create the JVM
Error: A Fatal Exception has occurred. Program will exit.

As a result, the Enterprise Services Repository (ESR) cannot be launched successfully.
