2793738 - Errors 102 and 11031 when parameter deferred name resolution enabled

Symptom

After upgrading to ASE 16.0 SP02 PL08 a procedure which uses Dynamic SQL started to failed due the following errors:

2> go
Msg 102, Level 15, State 181:
Server 'xxxxxxxx', Procedure 'proc01', Line 24:
Incorrect syntax near 'SELECTSELECT'.
Msg 11031, Level 16, State 1:
Server 'xxxxxxxx', Procedure 'proc01', Line 24:
Execution of procedure proc01 failed because of errors
parsing the source text in syscomments during upgrade. Please drop and recreate dbo.proc01.

These errors also occur on ASE 16.0 SP03 PL06.
