2794244 - "unable to replace file" error in Web Content Editor

Symptom

When using the Web Content Editor in SAP Cloud Platform Portal and trying to upload an image file you get the following error:

"unable to replace file"

You encounter this issue where the filename contains non alphanumeric characters like " " space or "." dot.
