SAP Knowledge Base Article - PublicSymptom
When uploading attachments, the labels for 'Choose File' and 'No file chosen' are not translated into the different languages.

Reproducing the Issue
See that the system language is French but the 'Choose File' and 'No file chosen' labels are still in English.
Resolution
The reason the labels have not been translated is because the label is based on the browser language and not the language of the instance. For example, if your browser language is Spanish then you will see 'Seleccionar archivo' instead of 'Choose File' and 'Ningún archivo seleccionado' for 'No file chosen'.
