2795061 - SOLMAN_SETUP fails with '503 Service Not Available'

SOLMAN_SETUP transaction got error '503 Service Not Available'. You confirmed relevant services are already active in transaction SICF,
SAP Solution Manager ABAP and JAVA are on same SP level.

dev_icm log shows below warning:

Checking the port in SOLMAN_SETUP url with command mentioned in note 1845121, more than 1 PID is listening on it. For example:
