The Assignment Profile Synchronization and the User Connector - SF are, currently, scheduled to run at the same time. How does the system treat it?

Those jobs will not run at the same time, concurrently. The Learning system will run one by one. The jobs are picked up based on the data present in the PA_SCHEDULED_JOB table, NEXT_RUN_TIMESTAMP column.

From a business process perspective, first, the User Connector - SF would run to sync/update the user data and, then, the Assignment Profile Synchronization. With that, schedule the User Connector - SF to run before the Assignment Profile Synchronization.
