2795772 - Restart job stuck in "never executed" status

Restart job is scheduled in NWA in Background Job Processing Monitor and the job is stuck in "never executed" status and never executes unless "execute now" button is manually clicked. When the following SQL query is run in the database it is visible that the job is present there:
