Admin would like to stop managers and supervisors from assigning courses to subordinates

1. Managers and Supervisors can assign learning to others from their Learning Plans

The 'Assign to Others' functionality is workflow related

Remove the Access Learning Plan workflow under My Employees from user role that is assigned to supervisors/managers because a supervisor/manager that does not have Access Learning Plan workflow will not have "Assign to Others" as an option.

1. Go to Learning Administration > System Admin > Security > Role Management
2. Find role assigned to Manager/Supervisor
3. Remove Access Learning Plan workflow from under My Employees
