2799218 - PA-PA-NL: short dump in Infotypes using Dynamic Measure (IT0007, or IT0059 etc...)

Symptom

You get a short dump PERFORM_NOT_FOUND in Master Data after saving Infotype 0007 (Planned Working Time) for ex? for a Dutch employee. Dump as follows:

Program "MP000700" is trying to execute an external PERFORM: routine 
 "MSV_RETRO " of  program "RPLMSVN0"
 or

PERFORM_NOT_FOUND
Exception              CX_SY_DYN_CALL_ILLEGAL_FORM

The same dump can happen at other Infotype, for example IT0001. In the dump analysis you can check with Infotype is affected.
