2799240 - Maintaining Custom Description for System Monitoring Alerts Opens Blank Screen

When trying to maintain the Custom Description for alerts it displays a blank popup screen, and does not show the editor. This behaviour can exist on both Chrome and IE. On Chrome developer tools the following error message can be seen in the console log:

Refused to execute script from ' https://xxxxxxxxxxxxxxx/sap/bc/webdynpro/sap/wd_sise_main_app/~WDC_UI5_TEXTEDITOR/script.js ' because its MIME type ('text/plain') is not executable, and strict MIME type checking is enabled.
