2800844 - Error: “9999 is not available to be used as assigned Site ID. Change Org Unit ID” While Activating the Organizational Structure

You have flagged the Organizational Unit 9999 as Business Residence. But the Associated Site has not been created. Instead, the system assigned an already existing Location XYZ. However, in Supply Chain Design Master Data work center, the Location XYZ has been set as Obsolete. While activating the Organizational Structure, system throws an error:

9999 is not available to be used as assigned Site ID. Change Org Unit ID

*where 9999 represents the Organizational Unit
XYZ represents the Site ID

To flag the Organizational Unit as Business Residence:

1. Go to Organizational Management work center
2. Go to Org Structures view
3. Select Edit
4. Select the Effective Date From DD1.MM1.YYYY1
5. Select Org Unit XYZ
6. Go to Definitions tab
7. Flag it as Business Residence
8. Select Activate button and choose Activate All
9. You receive the mentioned error

 To check the status of the Location:

1. Go to Supply Chain Design Master Data work center
2. Select Locations
3. Find XYZ
4. Status of the Location is Obsolete 

On Organizational Structure activation, the system tries to create a Site with the same ID as of the Business Residence. If the ID is not available for Site creation as its already used, then this error message is raised because the respective scoping option question is set to true in your project scope in Business Configuration workcenter.

4. Go to Questions section
5. Expand General Business Data

8. You have set the below scoping question to true 

        Do you want to prevent site creation if Business Residence ID is not available to be used as assigned Site ID?

To resolve the issue, you should change the ID of the Business Residence, but this is not possible as Organizational Unit has already been activated. Also, setting a Logistics Layout to Site is also not an option.

You have the following 2 options to solve the issue:

1) Set the below scoping question to false.
Do you want to prevent site creation if Business Residence ID is not available to be used as assigned Site ID?

Activation would succeed, and the assigned Site would be created with a different ID (with a suffix).

Or

2) Delete the Business Residence 9999 and create another with an ID which is not already used in Sites/ Locations.
This would ensure that the ID's are same for the Business Residence and the Site.

Note that you would be able to delete the Organizational Unit only if it is not used in any business transactions.
