Within a Program, the user can mark a link as complete and also unmark it as complete if the button is clicked again.
Environment
SAP SuccessFactors Learning
Reproducing the Issue
In the Learning user side:

Access the desired Program > Choose the desired link

Click "Mark Complete" button > Click "Completed" button.
Resolution
This is as per current system design. If you would like to see this behaviour altered you will need to open an enhancement request and/or work on a customization to have it changed.
