Is it possible to add a relation different from the ones available on the relationship scope?

Currently it is not possible to create a new Relation on the Relationship Scope. Each module will have an unique field that will make the join between the other module which will make it available the Cross Domain Report. This would be an enhancement request for each module that you are creating the report. See KBA 2090228 on how to raise enhancement requests for your reference.
