Symptom
The country code is not appearing beside the primary phone field in the application but it is appearing beside the primary phone field in the candidate profile.
NOTE: The country code will only appear in the Candidate Profile if the SMS feature is enable in Manage Recruiting Settings along with the required permissions. Refer KBA 2802316 - Candidate Profile "phoneCountryCode" field is not visible - Recruiting Management

- Go to external career site
- Click on a job to apply
- In the application, the country code does not appear beside the Primary Phone field:
Resolution
This is an expected behaviour as the phone country code value is not stored on the Application.
