E-mail alert going to old manager inspite of setting the context as Target in the workflow

For a normal workflow, the target manager id will be saved in workflow attribute table, so the system can get the future manager from the database. But for EC alert there is no real workflow created, so no target manager id will be saved in attribute table, in such case, the system can only get employee’s current effective manager.

 This is working as designed and its expected behavior.
