2803138 - Government Training Learning Events Report - Unable the change the year criteria

When selecting the criteria for the Government Training Learning Events report, the criteria Year only displays the current year. No other year option is displayed when clicking on the dropdown.

1. In Learning Administration, go to Reports > Government Training Learning Events
2. Click the Year dropdown and only the value for the current year is displayed.

 There is no data in the system for government reporting.

Users and Employees needs to be properly configured to obtain data for Government Reporting. If this has not been configured and there is no data related to government reporting in the database, the report filter will always display the current year.
