2803166 - Maintain Employees shows the error message: Telephone Number without Country Code.

Symptom

When using Fiori App Maintain Employees to edit or copy an employee data, you have the following message: Telephone Number without Country Code.

The error message still persists after apply the SAP Note  2727744 - Fiori app "Maintain Employees": Saving leads to an error that Phone Number is without Country Code though it is filled.
