2803484 - Enterprise Portal error 'Could not open new browser window.' is displayed

Symptom

While attempting to navigate or open certain applications (E.g: WebDynpros, ESS, MSS, BSPs etc.) under your Enterprise Portal you receive an error:

Could not open new browser window. Contact your system administrator for assistance.
