Smart Variant does not load when first run, hitting refresh then displays variants

• SAPUI5 1.60.14
• Chrome Version 75.0.3770.80 (Official Build) (64-bit)

1. Load Fiori application with intent directly, do not go through Fiori Launchpad Home
2. Select WBS elements and then select variants
3. Observe no variants
4. Refresh and observe variants

Issue is caused by user code and application not correctly registering Dialog control.

A dialog control must be added as dependent to the appropriate view for the smart variant feature to work correctly.

With this adaption the smart variants work in both scenarios of navigation from home page and direct application access.
