2807189 - Approver cannot take any action on request put on Hold by other Approver.

Symptom

If a request is put on Hold by one approver at a specific path and stage, the other approver at a different path and stage is unable to take an action on the request. The message "Request is currently  on Hold by XXX"  is displayed.
