2808939 - Error Q0103 in creation of MIC

Symptom

Error Q0103 - "This number can only be assigned internally" occurs while creating Master Inspection Characteristic (MIC) in transaction QS21, although the number entered is set as External range in transaction QS29 (or SNRO).
