2809257 - CLM1: authorization error after system update (SF261)

Symptom

There was a system update and some users are facing authorization issues connected to claim management. Error SF261 might be displayed:

'You do not have authorization for transaction CLM1'

For example, the quality notification action box is used to create a new claim in transaction QM01 / QM02, but it fails due to missing authorization to transaction CLM1.
