2809908 - GRACFUNCACT and other Risk Analysis tables missing data

Symptom

After updating parameter 1046 and adding new action into an existing function through NWBC screen, the screen result shows that "Data has been saved" but saved record is not appearing in table GRACFUNCACT table.

Additionally, when Risk Analysis is executed for the new function, results are not shown in Risk analysis tables.
