2810012 - Time off workflow - Business rule to check NO_MANAGER value in Supervisor field of job information record

Business requirement is to check whether the user has manager in his job information record and trigger Time Off workflow to manager.

In case the user who requesting the leave doesn't have manager in job information(NO_MANAGER) different workflow need to be triggered.
