2810398 - QM/LIV: Invoice not blocked despite Inspection lot being open - SAP ERP & SAP S/4HANA

Symptom

In Material Master, indicator 'QM in proc.' is active and such QM control key is maintained, for which indicator 'Block invoice' is active.

However, when invoice is created, it is not blocked with reason quality although the inspection lot does not have usage decision yet (or it has rejected usage decision).
