2810929 - sqllocres fails with "Language 'japanese' is not installed in $SYBASE/locales."

Symptom

You are using sqllocres to install and modify languages, character sets, and sort order defaults for SAP ASE. It fails with:
$SYBASE/$SYBASE_ASE/bin/sqllocres -r <resource_file>.rs
Language 'japanese' is not installed in $SYBASE/locales.
Character set 'sjis' is not installed in $SYBASE/charsets.
Sort order 'bin_sjis' is not installed in $SYBASE/charsets.
