Symptom

You are using sqllocres to install and modify languages, character sets, and sort order defaults for SAP ASE. It fails with:
$SYBASE/$SYBASE_ASE/bin/sqllocres -r <resource_file>.rs
$SYBASE/$SYBASE_ASE/bin/sqllocres: unable to load localization file $SYBASE/locales/unicode/japanese/srvconfig.lcu.
