2812169 - file or cofile "could not be opened" with SPAM , SUM or STMS

1- It is not possible to open or create a file  using  SUM, SPAM or  STMS.

For example  in phase PREP_EXTENSION/EHP_INCLUSION  in SUM:

2- In report  rsbdcos0: command 'dir' returns nothing but errorcode 1.
