Resolution
The permission "Recruiting Permissions > Standalone Search Permission" controls the visiblity of "External Candidate" in Succession when the option "Allow succession planners with recruiting candidate search permissions to nominate external candidates" is enabled in Nomination Setup. Giving this permission will allow users to use the "External Candidate" feature, removing this permission will remove the visibility of the user for the said feature.
