SAP SuccessFactors Succession & Development

1. Go to Succession Org Chart > Talent Card > Add Nomination / Go to Employee Profile > Nomination Portlet > Add Nomination
2. Search for users
3. Use browse feature

In MDF Nomination method the search feature is based from the position, to be able to find results the user must have the permission for the position object.

While the browse feature in the nomination section is based from the families and role, if you want to use this feature you have to maintain your families and role so that the portlet will show data. (https://launchpad.support.sap.com/#/notes/2180129)
