Locale for Communication with Candidate determines the e-mail communication language with candidates.

The value comes from the Application locale and Candidate Locale.

Application Locale and Candidate Locale cannot be defined. They are database fields.

Candidate Locale comes from the Candidate Profile for external candidates and from the User Profile for internal candidates.

If the candidate was created manually and there is no Candidate locale defined, you can confirm the default locale that e-mail will be sent according to Implementation Guide section Locale for Communication with Candidate.
