Resolution
Before1908:
It was not possible to execute business rules while importing Biographical and Email Information of employees. Also, it was not possible to suppress identical records while importing Email Information of employees.
After 1908:
It's now possible to apply business rules to be executed while importing Biographical and Email Information of employees, provided the logged in user has the necessary role-based permissions and by enabling the feature "Enable Employee Data Import through Centralized Service" through "Company System and Logo Settings" transaction.
Also It's possible to suppress identical records while importing Email Information of employees, provided the option to suppress identical records in Company System and Logo Settings is enabled.
The centralized services are currently extended to work with Biographical and Email Information imports. This will be the default behavior from 1908 release.
Note: Administrators have an option to switch back to the old behavior which will be supported only for 1908 release. From Company System and Logo Settings -> “Enable Employee Data Import through Centralized Service” will be enabled by default. It is possible to switch back to the old behavior by disabling this switch.
From next release (Q4/2019) Email and Biographical Information will unanimously have the transaction logic passing through centralized services.
