2819941 - ALTER SYSTEM CLEAR TRACES does not recognize UNTIL suffix

Symptom

When trying to clear expensive statements traces by running statement ALTER SYSTEM CLEAR TRACES ( 'EXPENSIVESTATEMENT' ) UNTIL '00.00.1999 00:00:00'.

It results all records from m_expensive_statements are deleted, including those after the specified date.

The "UNTIL" suffix appears to be ignored
