When using Mobile Apply feature, the hover over when using field-description in the XML doesn't work, it doesn't show up.

Resolution
This is an expected behavior for this feature. Once Mobile Apply is enabled, it's considered that the candidates will be applying from a mobile device, and from that device it is not possible to do a hover over on a field.
