2821085 - Budget Bar not visible to budget holder

Symptom

Budget Bar in spot awards is not visible despite permissions of budget holder (SpotAwardBudget, SpotAwardProgram,SpotAward) are given is MSS Role.

Reproducing the Issue

Here - Manager is the budget holder and hence, the manager role is given the permission to view the budget. Navigate to Compensation > Spot Awards and the budget bar is missing.

Cause

The budget holder should have a separate permission role with permissions spot award program, spot award budget.

Resolution

Create a separate permission role for Administrator, Manager, Budget Holder, and Nominator. However, all these roles can be shared by the same user. Also, make sure the budget holder has target population to include himself.
