Symptom
- When performing a 'setuphadr' command with a resource file on companion host, HADR installation failed because it failed to create ERSSD device and start ERSSD server.

[RunRSInit] - SQL Anywhere temporary location: /tmp/.SQLAnywhere, which could be altered by setting environment variable in priority: SATMP-> TMP-> TMPDIR-> TEMP if necessary.

[RunRSInit] - SQL error (-80) -- Unable to start database server
[RunRSInit] - Database "<SYBASE_HOME_DIRECTORY>/DM/<CID>_REP_<SITE1>/<CID>_REP_<SITE1>_RSSD/db/<CID>_REP_<SITE1>_RSSD.db" not created
- When trying to create a ERSSD on the host manually, dbinit failed to run as well.
