2822999 - Feature enhancement for DBCC CHECKCATALOG to verify sysreferences - ASE

Symptom

Foreign key constraints stored in sysreferences can be broken due to objects and databases being renamed or databases getting different dbids due to dump and load operations
DBCC CHECKCATALOG does not currently report most such issues with sysreferences, though it is the logical tool to do so.
