Competencies are appearing with numbers in the Development section of a PM form, even-though they do not appear with numbers in Competency Library or Job Profile data

1. Launch a form which is mapped to a Development Template where you can add Competencies
2. Send the form to a step where the Development section and Competencies can be edited 
3. Add Competencies or view Competencies already added to the Development Goal
4. They appear with numbers:

• This is the current system Behavior.
• The system automatically numbers Competencies chronologically in the Goal section of a PM form
