2823535 - Performance and Objective domains not respecting RBP - Advanced Reporting

A report built using Advanced Reporting that pulls data from Performance object or Objectives object is not respecting RBP restrictions.  The query result returns data for All users, despite RBP configuration.

Advanced Reporting reads the permission for the Goal Management/Objective and Performance Management domains from the form or plan template. It checks the data model for the displaying the data.

For Performance and Objectives, the template metadata is read. It does not have Row level security, so it is exempt from RBP.  This means that it is expected behavior that the data for all columns in the object would return data for any user.
