2824152 - Benefit added to cart but cart is not visible or unavailable

When we try to enroll for a benefit we get "Benefit(XYZ) was added to cart", though cart do not exist or is disabled for this benefit now, also the enrollment record is not being created for the employee.

Go to employee people profile > go to a benefits > open enrollments > enroll for a benefit > save > we get popup flash message as 'benefit is added to cart' but there is no cart from where we can access this benfit nor the benefit is enrolled.

• Earlier cart (Benefit Open Enrollment Configuration) was enabled and a benefit was added to employee's cart.
• This benefit left in cart is called as 'staged benefit'. If the staged beneift is not removed from cart by clicking on thrash icon, then it remains in cart, when we navigate outside of benefit overivew page.
• Then if we go to manage data and delete the cart (Benefit Open Enrollment Configuration), this staged benefit remains and any trials to enroll to such benefit will now show message as 'benefit is added to cart'.

1. Create another cart (Benefit Open Enrollment Configuration) from manage data, you can use any extenral code, but this benefit should be added in it.
2. Go to employee and remove the staged benefit from the cart or complete enrolling for benefit from the cart.
3. Once the staged benefit is removed, you can then delete the cart setup from manage data for this benefit.
4. Now you can enroll for this removed staged benefit as usual and it gets submitted on enrolling from benefir overview page.

PS: There is an open enhancement to have validation message when a 'Benefit Open Enrollment Configuration' is deleted or when benefit is removed from 'Benefit Open Enrollment Configuration' when there are staged benefits for it. The target delivery of this is not confirmed yet. Reference #BEN-4234
