Symptom

When you grant sysdba or sysoper to a user, you got error ORA-01994:

SQL> grant sysdba,sysoper to <user_name>;
grant sysdba,sysoper to <user_name>
*
ERROR at line 1:
ORA-01994: password file missing or disabled

But the password file exists on OS level.
