Symptom
Pivot Query / Chart reports do not display all labels / categories, in the column header/x-axis, respectively.

Reproducing the Issue
- Run a Pivot/Chart report as User A
- You will see data with different column labels (in pivot) and category labels (in x-axis of the chart)
- Now, run the same report as User B
- You will NOT see all the column labels (in pivot) and category labels (in x-axis of the chart)
Cause
Based on the data, which a particular user is having access to, the categories/labels will differ.
In the above scenario, User B does not have access to records/data with values 'Outstanding', 'Too New To Rate' or 'Unsatisfactory'.
Hence, they are not seen in the Pivot Columns as well as chart's x-axis (which is built using the same query as the pivot).
Resolution
Working as intended: It is NOT possible to display cateories/labels with default value (such as 0 or '-') in Pivot / Chart reports.
