Symptom
When a picklist field is selected as a filter in Adhoc/ORD, it displays fewer values in comparison to the actual values configured in the Picklist

Reproducing the Issue
- Create a report using Adhoc or ORD (Detailed Reporting)
- Configure the filter section and select a field that is considered as a picklist
- Select "By My Selection" section (Adhoc) / "Report Values" section (ORD)
- Only few options are available to be selected in comparison to number of values configured in the picklist
Resolution
Reporting tools only extracts data from the source domain or schema. It does not capture the values configured in the picklist itself.
For example, You configured 10 values in the picklist configuration but only 3 values are available as an option when this field is selected as a filter (ORD/Adhoc). Those 3 values are actually saved in the domain/schema because they were used and connected to an actual data/user while the other 7 values are not yet being selected nor connected to any data/user. If a picklist value is not yet being selected to attached to any data/user, that value will never be saved in the domain/schema.
NOTE: There might be some delay to display the filters in the reporting tool after saving the values in the domain/schema.
