2828931 - Users copied in the Task Observation notification

Users are cc'ed in the Observer Notification when the Assign Task Observer is performed by an Admin.

1. Created a task item
2. Created 2 users (1 observer)
3. Requested observation as an admin.
1. Go to User>
2. Tools>
3. Assign Task Observer.
4. Both users got an email

 Since the action was not performed by the user, this is expected that he/she will be cc'ed in the notification.
