2829698 - Errors "WBP 99998" or "WSE 99999" when opening Analysis for Office workbook from BI Launchpad

When opening Analysis for Office Workbook in BI Launchpad ends with one of the following error messages:

• Error message: com/businessobjects/dsws/wsc/biplatform/util/AttachmentHelper : cannot initialize class because prior initialization attempt failed:FinishDownload exception (Error: WBP 99999)

• GetServerInfo exception (Error: WSE 99999) CauseMessage: The content type text/html;charset=xxx of the response message does not match the content type of the binding (text/xml; charset=utf-8). If using a custom encoder, be sure that the IsContentTypeSupported method is implemented properly
