Symptom

SAP system provisioning using SWPM fails, the error is:

CJS-00030 Assertion failed: OraConfigFile.setFilePath: Argument filePath is not valid: '/oracle/<SID>/102_64/network/admin/tnsnames.ora'

The error points to /oracle/<SID>/102_64/, but the database is Oracle 11
